Karissa Dugger (left) of Locust Grove is recognized as the recipient of the Chief Ray Farmer Memorial Scholarship at East Central University in Ada by Wayne McElhannon, director of ECU’s Collegiate Officer Program. The scholarship is used to defray costs for a student going through COP training which allows students to fulfill state police officer certification requirements while completing their bachelor’s degree. Dugger was honored at the annual awards and recognitions program hosted by East Central University’s Human Resources Department. The late Ray Farmer was a longtime chief of the ECU Police Department.
