College Republicans
Welcome to the College Republicans Constitution
and Information page for ECU
College campuses across the United States have
seen their students become more interested and involved in the
political processes of our day. Not only have the candidates
been a source of debate (and controversy) but the issues as
well. Forums are now being provided at East Central University
to allow students to organize, rally, study, and debate the
issues. One of such forums is the College Republicans.
One of the purpose for the College Republicans is to provide
information to the student body on Republican candidates on all
levels: city, county, state, and national. Also, the College
Republicans provide activities to further involvement in
politics. The College Republicans offer the chance to learn
about politics as well as offer the opportunity to volunteer
time and effort towards politicians' campaigns.

CONSTITUTION
EAST CENTRAL UNIVERSITY COLLEGE REPUBLICANS
ARTICLE I: NAME OF THE ORGANIZATION
The name of this organization will be East Central University
College Republicans.
ARTICLE II: PURPOSE OF THE ORGANIZATION
SECTION 1: To develop all College Republicans on the campus into
an intelligent, dynamic, and cooperative political group.
SECTION 2: To provide through its organization a means to
encourage participation in the activities of the Republican
Party on all levels: local, state, and national.
SECTION 3: To provide the student body the means of obtaining a
practical political education.
SECTION 4: To express the views of the college community to the
leadership of the Republican Party.
SECTION 5: To actively build the Republican Party within the
area thus providing for the two-party system.
ARTICLE III: MEMBERSHIP
SECTION 1: Any student of East Central University intending to
subscribe to the above set of purposes is eligible for
membership.
SECTION 2: Any member may be expelled from membership in the
club by two-thirds vote of the attending membership in the
current meeting.
SECTION 3: In order to be eligible for voting privileges in any
general meeting as a member, dues must be paid by the student
before such meeting.
ARTICLE IV: OFFICERS
SECTION 1: The officers of this club shall be a Chairman,
Vice-Chairman, Secretary, Treasurer, Parliamentarian, and such
other officers as may be prescribed by the By-Laws.
SECTION 2: The duties and qualifications of the Officers shall
be as prescribed in the By-Laws.
SECTION 3: Permanent officers shall be elected during the month
of April of the preceding school year, the exact date to be
determined by the current officers, and shall take office upon
the beginning of the Fall Term of the new school year, serving
until the end of the Spring Term of the same school year. The
organization will be deemed inactive during the Summer term.
SECTION 4: Officers shall be elected in the manner prescribed by
the By-Laws.
SECTION 5: Impeachment of officers shall be handled in the same
manner as members, as mentioned in Article 3, Section 2 of this
Constitution.
ARTICLE V: CLUB MEETINGS
SECTION 1: Meetings of the club shall be held at least once a
month during the school year.
SECTION 2: The general election of the club shall be held during
April of each year.
SECTION 3: Special meetings shall be at the call of the
Chairman, or by a written petition of a quorum (as defined in
Article 7 of the By-Laws) presented to the ranking officer.
ARTICLE VI: BY-LAWS
SECTION 1: By-Laws in conformity with this constitution shall be
adopted by a simple majority vote of a quorum present at any
official club meeting.
ARTICLE VII: AMENDMENTS
SECTION 1: This Constitution will be amended by a two-thirds
vote of a quorum at any official club meeting.

BY-LAWS
EAST CENTRAL UNIVERSITY COLLEGE REPUBLICANS
ARTICLE I: MEMBERSHIP
SECTION 1: Membership shall be classified as active and
inactive.
SECTION 2: Active members shall be those not in violation of
Article 1, Section 3 of the By-Laws.
SECTION 3: Inactive members shall be those who have missed three
consecutive meetings without an excuse to the Chairman, and
shall be place upon an inactive role by the Secretary. Inactive
members will be contacted on a regular basis by any officer of
the club as to membership intentions.
SECTION 4: Inactive members will relinquish voting rights until
member attends two consecutive meetings to return to active
membership status.
SECTION 5: Officers who become inactive in membership also
relinquish the office held.
ARTICLE II: DUES
SECTION 1: Membership dues shall be determined by the officers
of the club with attending members of the first club meeting in
the fall term. This group shall decide both participation and
dues for the local club, the Oklahoma Federation of College
Republicans, and/or the National Federation of College
Republicans, or to another widely-recognized College Republican
or Republican organization.
SECTION 2: Such determination of organization participation and
dues must be made by two-thirds vote of those present.
ARTICLE III: POWERS, DUTIES, AND REQUIREMENTS OF OFFICERS
SECTION 1: The Chairman shall preside at all meetings of the
club. He/She shall have general supervision over the development
of any programs and operations of the club. He/She shall have
power to appoint all the members of standing and special
committees.
SECTION 2: The Vice Chairman shall perform the duties of the
Chairman in his/her absence and other duties as may be
prescribed by the Chairman.
SECTION 3: The Secretary shall carry on all correspondence for
the club and shall be responsible for notification of meetings
in accordance with the By-Laws. The Secretary will also keep a
record of all club meetings and maintain a written record open
to all active members. The Secretary will also maintain an
official role of membership and an attendance role for each
meeting of active and inactive members, and will allow access to
these rolls to all members of the club.
SECTION 4: The Treasurer shall collect all dues, receive all
contributions, and shall pay all bills when payment has been
duly authorized by the Executive Committee. The Treasurer shall
also keep an account of the financial status of the club and
report the same in full at meetings or at the request of the
Chairman.
SECTION 5: The Parliamentarian shall maintain order in all
meetings, including membership, committee, and Executive
Committee meetings to maintain parliamentary order according to
the latest edition of Robert's Rules of Order. The
Parliamentarian shall also advise the Chairman on parliamentary
rules and procedures.
SECTION 6: At the time of election, all nominees must be
enrolled at East Central University.
SECTION 7: Vacancies during the school year may be filled by a
simple majority vote of a quorum as defined in Article 7 of the
By-Laws.
SECTION 8: Any additional offices may be instituted by the club
Chairman with a simple majority vote of a quorum at any meeting.
ACTIVE IV: COMMITTEES
SECTION 1: Any Standing Committee, including Chairman and
duties/purpose, shall be determined by a majority vote of a
quorum present at any meeting as defined in Article 7 of the
By-Laws.
SECTION 2: The Chairman of said committee shall be responsible
for reporting to the Chairman of the club as determined by the
club Chairman.
SECTION 3: Special Committees may be instituted by the club
Chairman as the need arises.
ARTICLE V: ELECTIONS
SECTION 1: Elections for officers shall be held in April of each
year with a quorum present as defined by Article 7 of the
By-Laws.
SECTION 2: Elections shall be by secret ballot to be counted by
the Political Science Department sponsor.
SECTION 3: A simple majority of all votes cast shall be
necessary for election. In the case of a tie, a special election
between the two front-runners shall be called by the sponsor or
current Chairman.
ARTICLE VI: PARLIAMENTARY AUTHORITY
SECTION 1: Parliamentary procedure shall govern all meetings
except when inconsistent with the Constitution and By-Laws of
the club.
ARTICLE VII: QUORUM
SECTION 1: Twenty percent or fifteen members of the active
membership, whichever is smaller, shall constitute a quorum for
the transaction of business.
ARTICLE VIII: AMENDMENTS
SECTION 1: Amendments must secure a two-thirds vote of a quorum
as defined in Article 7 of the By-Laws.
