Alcohol Service Policy – Designated Campus Locations
East Central University (ECU) has designated the following locations as approved areas where alcoholic beverages may be served during private catered events:
- Hallie Brown Ford Fine Arts Center
- Sterling L. Williams Foundation and Alumni Center
- Chickasaw Business Conference Center
- Oklahoma Room
- Governor’s Room
- Stanley P. Wagner Ballroom
- S. Kerr Activities Dome
- Alumni Tailgate Area
- Designated Tiger Club Areas
Additional locations may be approved on a case-by-case basis with written authorization from the President or the President’s designee.
ECU permits authorized contractors to sell alcoholic beverages for on-premises consumption at these designated areas, but only during temporary, approved functions, occasions, or events.
Procedures for Scheduling of Facilities – Alcohol Service
All requests for the service of alcoholic beverages at catered events must be submitted at least 30 days in advance through ECU Dining & Hospitality, and coordinated with the appropriate Facility Coordinator.
If ECU Dining & Hospitality declines to cater the event, an alternate caterer may be used, provided they:

Are approved by the Facility Coordinator, and

Hold a valid license to cater alcoholic beverages off-premises.
Requirements for Events Serving Alcoholic Beverages
The following guidelines apply to the service of alcoholic beverages at approved campus facilities:

Licensed Provider Requirement
In accordance with state licensing regulations, no alcoholic beverages may be brought into the facility or event venue except by a University-approved contractor. All alcoholic and non-intoxicating beverages (e.g., 3.2 beer) must be purchased and served exclusively through a licensed caterer approved by the University. -
Prohibition on Unlicensed Sales
Alcoholic beverages may not be sold at any event without the appropriate state-issued license. -
Approved Caterers Only
Only University-approved catering services licensed to serve alcoholic beverages and 3.2 beer may provide alcohol on campus. -
Sponsor Responsibility
The sponsoring individual or organization is responsible for ensuring full compliance with all Oklahoma laws and University policies regarding the service and consumption of alcohol. -
Age Verification and Signage
Alcoholic beverages may only be served to individuals of legal drinking age. Clear signage must be posted at the event stating this requirement.
Acceptable proof of age includes a driver’s license or other valid photo ID with a birthdate. Security or law enforcement officers may request additional identification at their discretion. -
Restrictions on Student Events
The sale or service of alcohol is strictly prohibited at events hosted by student organizations or affiliated groups, regardless of the attendees' age. -
Private Events Only
Events where alcohol is served must be private and not open to the general public. -
Prohibited Use of University Funds
No University funds, including student fees, may be used to purchase alcoholic beverages. -
Time Restrictions
On regular University workdays, alcoholic beverages may not be served before 4:00 p.m. -
Non-Alcoholic Options Required
Events must provide non-alcoholic beverages and food alongside alcoholic options. -
Restricted Consumption Areas
Alcoholic beverages may only be consumed within the designated event space and are not permitted outside or off the premises. -
University Oversight
ECU reserves the right to regulate:

The duration and timing of events serving alcohol

The termination of alcohol service if necessary due to inappropriate conduct, policy violations, or legal concerns

The requirement of security personnel, at the event sponsor’s expense, based on event nature and size

Sales Cut-Off Time
All alcoholic beverage sales must conclude by 11:00 p.m. -
Exceptions
Exceptions to this policy may be granted only by the ECU President or designee on a case-by-case basis.
