If You Receive a Bomb Threat by Phone

  1. Remain Calm and Listen Carefully

    • Do not interrupt the caller.

    • Keep the caller on the line as long as possible.

  2. Gather as Much Information as Possible
    Ask the caller:

    • When is the bomb going to explode?

    • Where is the bomb right now?

    • What does it look like?

    • What kind of bomb is it?

    • Why did you place the bomb?

    • What is your name?

  3. Record Details Immediately

    • Exact time of the call.

    • Time you disconnected.

    • Exact wording of the threat.

    • Caller’s voice characteristics (e.g., calm, excited, disguised, accent).

    • Any background noises (e.g., music, traffic, voices).

    • Whether the voice sounds familiar.

    • Your name, department, phone number, and date of birth.

  4. Note Related Information

    • Who you were speaking with just before the bomb threat call.

    • The first person who called you after the threat—record their name, location, and phone number.

  5. Do Not Use Cellphones or Radios Near the Threat Location
    They could trigger a device if one exists.

  6. Immediately Contact ECU Police

If You Receive a Bomb Threat by Email, Note, or Other Means

  • Do not delete or discard the message.

  • Handle physical notes as little as possible.

  • Secure the item in place for ECU Police.

  • Forward any digital messages to ECU Police and call them immediately.


Campus Emergency Response

  1. Immediate Notification

    • ECU Police will assess the situation and coordinate with emergency responders.

  2. Evacuation (If Ordered)

    • Follow directions from law enforcement or campus officials.

    • Leave the building using stairwells; do not use elevators.

    • Move at least 500 feet away from the building or to another designated safe location.

    • Do not re-enter until cleared by emergency personnel.

  3. Communication with Campus Community

    • ECU will issue updates through:

      • Tiger Alert (text and email notifications)

      • ECU’s official website and social media

  4. Investigation and Search

    • Only trained personnel should conduct any search.

    • Do not touch or move suspicious items.


Post-Threat Protocol

  • ECU administration will coordinate next steps and notify the campus when it is safe to return.

  • If the threat is determined to be a hoax, disciplinary or legal action may be pursued.
