East Central University offers distance learning opportunities for students living across the United States. Pursuant with the U.S. Department of Education's regulation (34 C.F.R. § 600.9) regarding distance learning in the United States, East Central University must obtain authorization from each state in which ECU distance learning programs are offered. The University must also comply with the distance learning regulations established by each state.

NATIONAL COUNCIL FOR STATE AUTHORIZATION RECIPROCITY AGREEMENTS
ECU is a member of the National Council of Reciprocity Agreements (NC-SARA). The State Authorization Reciprocity Agreement is a voluntary agreement among its member states and U.S. territories that establishes comparable national standards for interstate offering of postsecondary distance-education courses and programs. It is intended to make it easier for students to take online courses offered by postsecondary institutions based in another state.
