As a former member of the Oklahoma Water Resources Board, and later as Executive Director, Smith played a pivotal role in several major water management initiatives. His work significantly influenced the state's Comprehensive Water Plan and contributed to groundbreaking legislation and sustainable water use strategies.

Notably, Smith's leadership in the implementation of the Arbuckle-Simpson aquifer protection and the establishment of comprehensive water quality monitoring programs have marked him as a visionary in his field. These initiatives have been significant in safeguarding Oklahoma's water resources for future generations.

Internationally, Smith's contributions extended to Afghanistan, where his expertise in water management was crucial in establishing vital water facilities.
